Can someone see who called on their phone bill if the line was busy?

If someone was on 2way call and another person was trying to call them and its busy, can they find out who called them on their next phone bill? or is it impossible?

Incoming calls are only recorded if the call is answered , so It would be impossible to tell who had called.
